| Greetings!
IVCLA is proud to promote Citizen Diplomacy
in Los Angeles.
Citizen Diplomacy is the concept that, in a
vibrant democracy, the individual citizen
has the right - even the responsibility - to
help shape U.S. foreign relations.
We greatly appreciate all of our Citizen
Diplomats continued support and dedication by
welcoming international emerging leaders to our
City of Angels.

Dialogue with Russia
Seeking Home Hosts in
October
IVCLA is participating once again in the
Library of Congress Open World Program. We will be
hosting five journalists from Russia
October 3rd - 11th who will be in the
United States to observe the Role of Media in a
Democracy.
We are seeking volunteers to open
their homes for these visitors. This will
give them an opportunity to experience day-to-day
American life. In turn, home hosts receive the
unique opportunity to learn about a different
culture, make new friends and even, prehaps,
have an authentic Russian meal cooked for you. The
visitors will be attending professional meetings
each day during the week. IVCLA will arrange
transportation from your home to their
meetings.
Home stay hosts
will receive a one year IVCLA
membership!
Please contact us for more information about
this exciting opportunity at (213) 388-1428 x.26

I recently had the
opportunity of planning my first program for IVCLA
and then joining the visitors as they attended
meetings around Los Angeles. The topic was the
issue of Intellectual Property Rights (IPR) and
the role of media industries in the United States.
Our visitors from India consisted of two IPR
lawyers, a university professor and the Secretary
General of the Indian Music Industry. From the
moment I first joined the group there was lively
discussion on a wide range of topics, including
the U.S. economy and the subprime mortgage crisis.
Our first meeting was with an IPR lawyer and the
Congressional Entertainment Caucus to discuss the
legal processes within digital piracy and to
assess its impact upon the U.S. economy.
The notion that digital piracy was
more than just a legal issue prompted us to meet
with two university professors specializing in IPR
to discuss the social, political and technological
factors in the debate over copyrights and piracy.
The third round of meetings took place with the
Recording Industry of America (RIAA), the Motion
Picture Association (MPAA) and MediaDefender Inc.
to discuss how private organizations have been
able to address digital piracy, both domestically
and abroad. Overall, the Indian visitors and
myself were able to ascertain a new understanding
of IPR and explore the some of the new legal,
political and technological solutions being used
to address digital
piracy.

Georgia on Our
Minds

War
between Russia and Georgia has sent shock waves
through the international community, threatening a
return of the Cold War. Why do the Ossetians want
to secede from Georgia? Did U.S. military support
embolden the Georgians to try to retake the
breakaway region? Why was Russia's response so
disproportionate, so destructive? This quarrel in
a far away country, between people whom we know
nothing, has serious implications for energy
security, international law, and cooperation on
issues from terrorism to nuclear proliferation. It
is already the most serious breach
between Russia and the U.S. since the Cold
War, and shows no sign of easing.
The College of Letters, Arts & Sciences
at USC invite you to attend a discussion on the
topic. Get the facts and a thoughtful analysis of
the context, causes, and possible outcomes of the
situation in Georgia from a panel of USC
experts.
